Corporate History


Rhodo was formed by a group of professionals from diverse background in 1994. A builder, an estate management graduate, a Banking and Finance graduate and an accountant.

Mr Richard Neo, the founding director left the construction industry in the early 1980s, not before completing a number of prestigious projects at that time. Projects such as Habitat I, Wing Ong Life Garden, Bukit Timah Plaza, Marco Polo Extension, PUB Headquarters’ and Marina Center to cite a few.

In the course of his work and dealings, Mr Neo was disappointed at how things were being run and managed. Being meticulous in nature and trained in the area of building and construction, Mr Neo saw a need to better serve building owners to make quality decisions to their properties and assets while effectively managing the estate’s facilities management in order to retain the value of the properties over the passing of time.

Rhodo when established in the early 1990s placed high emphasis on building defects rectifications and preventive maintenance of building, M & E systems. Richard adopts a “hands-on approach” to problem solving and this had since been inculcated in Rhodo’s team as the way forward.

Mdm. Caroline Phua started her career in the Property & Estate Management Service Industry in 1976. She works with a pioneer company in the field and was involved in providing Managing Agents services to strata titled properties. Some of the luxurious estates she was involved in managing were Nassim Mansion, Devonshire Court, Peach Garden and Pearlbank apartments. She was with Rhodo in its initial years but left to join a foreign financial institution. Her work experiences with the Institution and its Asia Pacific Regional offices cover major areas of finance operation, including legal. During these years, she remains in close contact with Rhodo. She was instrumental in guiding some of Rhodo’s client MCSTs on various legal issues, recovery of default debts and provisions of the BMSMA. These were often done on probono basis and at no cost to our MCST. Her finance background has also helped our client MCSTs in cash flow planning and projections. Mdm. Phua’s emphasis is on raising Rhodo’s service standards and customer relations.

Now, more than a decade old, Rhodo has been joined by a team of dedicated estate managers, accountants and M & E facility managers.

The type and scope of management has been expanded and Rhodo’s experience and expertise covers management in the following building types:

  • Condominiums,
  • Walk-up apartments,
  • Commercial cum Residential,
  • Commercial/Industrial buildings,
  • Warehouses in Singapore.
